Description
Job PurposeAccountable for Major Project Operation Health, Safety and Environmental performance through the project phase, with special attention to SimOps, Brownfield integration activities and Greenfield startup and hydrocarbon introduction.
- Member of the NOC Incident Command team to respond to crisis events and minimize the impact on NOC's people, environment, assets, reputation, and liability.
- Support the Field Operations Group Manager to develop National (specific focus) and non- national succession plans.
- Accountable for Major Project Operation Readiness, throughout the phases of the project and final projects handed over to Operation.
- Preparation of incremental operating budgets (OPEX) and manning profiles for the COO & Field Operations Group Manager to fulfill Operational requirements
- In close co-ordination with OPS and CPD, deliver operating models and philosophy documents which define the operating intent of the field development
- Delivery of operating philosophy / principal documents to COO and OPS/FOPS Manager
- Development and delivery of Maintenance plans, Baseline inspections and Operating strategies to ensure cost effective and safe future operation of facilities on hand-over to Operations
- Accountable for ensuring completion of baseline inspections and maintenance plans in SAP and CREDO.
- Development of future operations manning of the project operation, including logistic strategies
- Establish close links with QE and TEPQ and report on offshore execution strategy and progress on all ongoing and future Projects
- Through lessons learnt ensure application of continuous improvements to future projects
- Ensures the deployment of the organization and resources required to prepare the facilities for start-up and operation.
- Demarcation of Simultaneous (SimOps) and Combined Operations (COMOPS) strategy and offshore execution including all associated measures to ensure the safety and evacuation means of associated POB.
- Works closely with OPS and COO to achieve 'authorization' of SimOps for any MP Jack-up Barge moves.
- Through preparation of dossiers, declaration of "Ready for Drilling" to OPS
- Ensure the MP FOPS team provide FOPS assessment of the AOC's
- Accountable for OTP's quality and close out
- Participate in the punch definition and acceptance of punchs as per standard, but with accountability to ensure safe, operable and financial transfer to OPS.
- Finalization of performance tests to allow acceptance of project delivery by Operations
- Contract owner responsible for CAPEX spend for all MIEC contracts and ensuring contractual obligations are met (financial, technical etc.)
Key Accountabilities
JOB DIMENSIONS
Major Projects involves multi-billion USD CAPEX phased development of new offshore standalone platforms or bridge linked platforms linked to the existing facilities, installation of subsea pipelines, debottlenecking of surface
facilities, and potential replacement of existing FSOs and existing pipelines.
All these activities are executed across several international locations and offshore sites in the Al Shaheen. The development is a substantial undertaking which will account for a significant increase in Maintenance Complexity Index due to multiple wellhead, Central Processing, Riser and possible accommodation platforms.
- Complex interface requirements with other entities of NOC including and not limited to D&W, RGS, CPD, C&P, E&C, LOGS, FOPS etc.
- FEED and EPC execution shall take place at Contractor premises
- Responsible for supporting OPS, the project and MP FOPS in deconflicting shutdown activities with IOP and other business driven priorities
- Multiple worldwide missions to follow-up engineering development, EPC and commissioning execution with various contractors.
- Staff supervised: 50-100 people (excluding FRAME) contractors.
- Responsible for capital and operating spare part definition and working closely with C&P and other entities to meet spares availability for new platform First Oil dates, including transition hereof
- Manages and provides technical direction to a team of multi-discipline and discipline specialists:
- Maintenance Inspection and Engineering (MIEC) - multidiscipline maintenance team and Inspection Leads and Engineers (with future multiple additional Technical Administrators for Phase 3)
- Operations (Operations advisor, multiple package Field Operations Leads, Discipline Supervisors, Multi-techs, EX inspectors and Discipline specialists in the construction phase)
- SimOps / ComOps (including: SimOps Leads, PTW co-ordinators, SimOps Operating Authorities, HSE Superintendents, Area Authorities etc.).
- Financial accountability: 30-40+ MMUSD / yr at project peak.
- Areas of impact: CAPEX, OPEX and Production (through plant availability) for the future developed facilities through design review and optimization proposals.
- Schedule of Major Projects through sound review of design and coordination with end user (Operations).
- Several projects could be handled in parallel
ACTIIVITIES
- Interface with other entities to effectively and timely define the operation / maintenance and commissioning scope of works and procedures. Management of this scope in accordance with statement of requirements, NOC specifications and contractual requirements (including and not limited to performance tests).
- For delivery of safe and operable facilities. Supporting OPS/FOPS during the transition / handover phase in any safety and production impacting matters.
- Provision of fit-for-purpose design by Contractor that is constructible and that fulfils operational requirements and has low maintenance and running costs.
- Minimizing shortfalls during MP installation / integration scopes. Deconflicting activities in close coordination with IOP and OPS.
- Seamless transfer of installation to Operations, including development of remediation plans to meet delivery requirements.
- Deployment of equipment training to Operations personnel.
- Development of EPS (Early Production Schemes) to accelerate First Oil recovery from newly delivered wells.
- To adopt and demonstrate an exemplary behavior with regard to HSE, to implement HSE rules and requirements within his area of responsibility and to ensure that required HSE competencies are within his team.
- To define, implement and manage the Field Operation Execution Plan
- To ensure adequate and timely reporting to the Major Projects Vice President and Project Manager (progress, risks, remediation strategies, concerns and mitigations).
- To encourage identification of any optimization / improvement in the design dossier to be implemented in the early stage of concept design
- To assist the Major Projects VP with the relations with Shareholders / Partners regarding Operations matters and to prepare and participate (as required) to Workshops / Committee meetings with Partners and Shareholders.
- To interface with Package Leads, Sites and other stakeholders for brownfield and tie-in works with the existing facilities
- To support and ensure delineation at handover between D&W, E&C and Operations
- During Basic engineering phase - delivery of a revision of the key Field Operations documents including and not limited to (Operating Philosophy, incremental OPEX reports, Reliability and Production Availability studies, Start-up Sequence):
- During Detailed Engineering Phase:
- To check the aspects related to operability, asset integrity, Flow Assurance
- Through the team, participates in 3D reviews, HAZOP, HAZID, HSE engineering (e.g. producing the Safety Case), Risk studies (TRA), Safety Environment Elements (SECE), RAM studies and PTRs
- Validates design to ensure fit for purpose future operation
- Identifies SimOps scenarios and phasing and ensures all risk reduction measures are in place prior to SimOps declaration
- To define the project needs and means (organization, personnel, recruitment and training, ogistics, services, etc.)
- During Construction/Commissioning/startup phase
- To maintain oversight of the performance of the maintenance and inspection engineering (MIEC) contract
- Prepare any contracts in support of Field Operation phase
- To nominate / participate to the acceptance of main equipment (including FATs, SATs), definition of the pre-commissioning and the mechanical completion
- To coordinate the commissioning activity, prepare and execute strategy (organization), procedures and their implementation
- To supervise the start-up of all facilities and coordinate with other participants (internals, externals)
- Prepare training plan and ensure that Offshore Area / Site personnel are trained in all aspects (prior to start-up)
- To manage timely handover of completed projects to Operations,
- Seamless transfer of installation to Operations, including development of remediation plans to meet delivery requirements.
- Closely working with OPS/FOPS to ensure Operational Readiness for First Oil.
- Prepare, best practices and feed back
- To participate and lead offshore audits, SimOps reviews and regular visits to offshore sites to ensure readiness for upcoming batch delivery.
- Responsible for delivery of the SimOps dossiers and ensuring that all roles required to support SimOps activities are in place prior to declaration of SimOps
CONTEXT AND ENVIRONMENT
- The job is office based in NOC Headquarters located in Doha. Position is rotation based; 28 working days, 12 hours shift and 28 days off.
- Regular ad hoc visits to the Logistics Bases, offshore in Al Shaheen and worldwide contractor locations as per project requirements.
Education
Bachelor's degree or equivalent in engineering
Certification
H2S OPITO and T-BOSIET trainings.
Experience
- Experience: At least 15-20 years' experience in the offshore oil & gas operation and projects, minimum 5 years' experience in similar position, with an overall knowledge of best project practices and operation readiness
- Experience within operation team: At least 10 years' experience at senior level within large multinational team
- Extensive comprehension of work authorization and other offshore aspects, gained through working in an offshore environment as an Offshore Installation Manager
- Previous experience of managing large teams in a multi-cultural environment.
- Familiar with NOC General Specifications, Prodom, ICAPS, NOC standards and relevant codes and standards.
- Language: Fluent English, spoken and in writing
- Computer literate,
- Strong leadership and good communication skills,
- Experience in stakeholder/Shareholder communication and management
- Ability to work on projects in a complex and multicultural environment,
