Position Description:
The Payroll Officer audits and processes employee time, leave records and benefits; maintains and balances employee records including base and supplemental wages, mandatory and elective benefits, district approved leaves and retirement service credit; researches historical records for wages, benefits and retirement hours. This position provides varied public relations and support services for staff and the general public. A positive, customer-service orientation is essential as is the ability to perform multiple tasks concurrently in an open setting subject to interruption and high activity.
Requirements
Minimum Qualifications:
High school diploma or equivalent, an AA Degree in Accounting or related field is preferred, and a minimum of two years of progressively responsible experience in payroll processing, preferably in the educational environment. An equivalent combination of education and experience may be substituted which provides the skills, knowledge, and abilities to perform the essential functions of the position.
Technical training in payroll/accounting procedures may substitute on a month-for-month basis for up to one year of the required work experience.
Demonstrated knowledge of skills and experience in the following areas:
State and federal payroll requirements.
Operating a wide variety of office machines.
Advanced proficiency in Excel to include but not limited to Vlookup, formulas, functions, filtering and subtotaling of complex spreadsheets, for the purpose of data analysis, auditing, and balancing.
Operating a computer with the ability to learn the use of accounting software and learn Washington School Information Processing Cooperative (WSIPC) payroll computer system.
Sensitivity in dealing with diversity issues preferred.
Demonstrated ability to:
Learn Washington School Information Processing Cooperative (WSIPC) payroll computer system.
Exercise sound judgment and work independently, with minimal direction, to accomplish timely and accurate completion of all functions and tasks within the area of the responsibility, as well as to assist the payroll department when required.
Set priorities and meet deadlines.
Work effectively under pressure.
Accurately operate a 10-key calculator by touch.
Perform complex math, including calculations such as addition, subtraction, multiplication, fractions, percent and/or ratios to perform various payroll data calculations.
Establish and maintain effective working relationships with a variety of people.
Communicate clearly and effectively in a pleasant, tactful, and professional manner both verbally and written communication.
Reconcile account balances for the purpose of maintaining accurate payroll records.
Analyze and research payroll information effectively, collate data, problem solve, and identify issues and develop and articulate solutions.
Be available for significant additional hours during peak periods.
Ability to establish and maintain effective working relationships with a variety of people in a multicultural and diverse socio-economic setting.
Performance Responsibilities:
Utilize computerized payroll systems to verify and process payroll contracts, timesheets, stipends, absence data, substitute employee work hours, special project agreements, leave accruals, deduction, and benefit selections, leave without pay and review for accurate account codes.
Compute monthly pay for employees; enter information on computer terminal to produce paychecks; ensure that payroll deadlines are met.
Input payroll deduction and benefits and reconcile monthly vendor billings for voluntary employee deduction plans; balance transactions to payment amount; ensure payments are completed and processed appropriately.
Maintain electronic and paper employee payroll records; respect confidentiality of salaries, deductions, and payroll records of employees; assist in the preparation of varied reports by performing calculations.
Compute and pay retroactive wages and processes new contracts.
Assist individuals with payroll concerns or issues in person, by phone or email and other forms of written correspondence for the purpose of providing quality customer service for all employees. Research discrepancies and correct errors, as necessary.
Process employee information changes and updates such as the initial set-up records and changes to direct deposits, W-4’s, etc.
Process eligible leave cash-outs at separation.
Receive and respond to phone calls from staff members concerning payroll; work closely with the Human Resource Department concerning employee pay.
Upload employee absences from absence management software files and incorporate into payroll data system; review system errors, troubleshoot and fix errors.
Review, audit, reconcile and balance monthly payroll reports for the purpose of accurately compensating employees consistent with district policies, laws, and collective bargaining agreements.
Maintain current knowledge of bargaining agreements and contracts, payroll and benefit related laws and regulations, and district personnel and payroll policies.
Effectively respond to payroll inquiries by agencies and other third parties.
Compute amount of benefits available to employees; assign benefits in accordance with the bargaining agreement.
Coordinate the completion of year-end procedures required to effectively closeout the current year in preparation for the ensuing school year; systematically archive payroll data following State and Federal retention guidelines.
Maintain current information of payroll procedures.
Work cooperatively with building staff in an atmosphere of cooperation and collegiality.
Uphold and assist in enforcing school rules, administrative regulations, and board policy.
Take all necessary and reasonable precautions to protect students, equipment, materials, and facilities.
Requires the use of multiple communication and technology systems, which may include electronic mail, computers, document cameras, smart boards.
Perform similar related duties as assigned.
