- Part-Time Payroll and Benefits Administrator

Job Summary:
The Payroll and Benefits Administrator is responsible for administering payroll and employee benefits programs to ensure timely, accurate, and compliant processing. This position performs payroll processing, maintains employee payroll and benefits records, coordinates benefit enrollments and changes, assists employees with payroll and benefit questions, and ensures compliance with applicable laws, regulations, policies, and collective bargaining agreements. The Payroll and Benefits Administrator works closely with Human Resources, Finance, department leaders, insurance providers, and retirement systems to support efficient operations and employee service.
Essential Job Functions:
- Processes regular biweekly and special payrolls accurately and on schedule.
- Process new hire onboarding & offboarding for payroll & benefit items
- Reviews, audits, and reconciles payroll data including hours worked, overtime, paid leave, wage rates, deductions, direct deposits, garnishments, and other payroll-related items.
- Maintains payroll records and employee data in ADP for payroll & timekeeping, HRIS, , and benefits systems (Employee Navigator, MERS, Empower).
- Ensures payroll changes, new hires, promotions, status changes, and terminations are entered accurately and timely.
- Administers employee benefit programs including health, dental, vision, life, disability, flexible spending, health savings, retirement, and other applicable benefit plans.
- Coordinates benefit enrollment, qualifying life event changes, annual open enrollment, and benefit terminations.
- Serves as a point of contact for employees regarding payroll, deductions, benefit eligibility, enrollment, claims support, and related matters.
- Reconciles and approves payroll and benefit invoices, deductions, and related records to ensure accuracy.
- Coordinates remittance of payroll taxes, benefit premiums, retirement contributions, garnishments, and other required withholdings or payments.
- Prepares and maintains reports related to payroll, benefits, leave balances, retirement, and employee compensation.
- Completes year-end payroll processing, tax reporting, W-2s, ACA filing, and other required payroll filings.
- Ensures compliance with federal, state, and local payroll and benefits laws, regulations, reporting requirements, and internal policies.
- Assists with administration of leave programs including FMLA, workers’ compensation, sick leave, vacation, and other employer-provided leave benefits, as assigned.
- Coordinates with insurance carriers, brokers, auditors, retirement systems, and third-party administrators regarding payroll and benefit matters.
- Researches discrepancies and resolves payroll and benefit issues in a timely and professional manner.
- Maintains confidentiality of payroll, benefits, medical, and personnel information.
- Assists with audits, budget preparation, labor cost analysis, union negotiations and related administrative or financial reporting as assigned.
- Develops and updates payroll and benefits procedures, forms, and employee communications as needed.
- Participates in system testing, implementation, upgrades, and process improvements related to payroll and benefits administration.
- Attends required meetings, training, and professional development activities.

Supplemental Information:
Salary Range: $35.00 – $41.00 per hour based on experience, certifications, skills and abilities.
Working Hours: Working hours will be based on payroll dates but are flexible. The ideal candidate will have consistent availability and will work approximately 20 hours per week. The candidate’s final schedule will be discussed and determined with management. Must be available on Monday & Tuesday for payroll processing.

Requirements
Experience, Skills and Abilities:
- Bachelor’s degree accounting, finance, business administration, human resources or a related field preferred but not required
- Minimum of 3 years of payroll, benefits, human resources, accounting, or related experience.
- ADP Workforce Now & Workforce Manager system experienced is preferred but not required
- Experience processing payroll and administering employee benefits preferred.
- Municipal, public sector, or unionized, payroll experience preferred
- Equivalent combination of education and experience may be considered
- Certified Payroll Professional (CPP) certification or Fundamental Payroll Certification (FPC) preferred but not required
- Excellent written and verbal communication
- High level of integrity, professionalism, and accountability
- Skill in data-driven decision-making and problem-solving

Physical Demands and Working Conditions:
- Ability to sit for extended periods while working at a desk or computer.
- Ability to use a computer, keyboard, calculator, telephone, and other standard office equipment.
- Ability to use Mircosoft 365 programs and is proficient in Excel
- Ability to communicate effectively in person, by telephone, by video conference, and in writing.
- Ability to read detailed documents, computer screens, spreadsheets, and reports.
- Ability to occasionally stand, walk, bend, reach, and lift or move office materials and files.
- Ability to maintain concentration and accuracy while performing detailed work with frequent interruptions.
