The Village of Glen Ellyn is seeking an experienced, collaborative, and forward-thinking professional to serve as its next Deputy Village Manager. DESCRIPTION:
The Deputy Village Manager is an executive-level position and a key member of the Village’s leadership team responsible for assisting the Village Manager in the strategic leadership, administration, and operational management of the Village. This position provides executive oversight of assigned departments, organizational initiatives, strategic planning efforts, operational improvements, and interdepartmental coordination.
The Deputy Village Manager assists in planning, directing, managing, and reviewing Village operations and services while supporting organizational effectiveness, operational efficiency, leadership development, and customer service excellence. The position also provides highly responsible and complex administrative support to the Village Manager, coordinates special projects and strategic initiatives, and serves as a liaison between departments, elected officials, community stakeholders, and external agencies.
The Deputy Village Manager acts on behalf of the Village Manager as assigned and provides leadership in implementing Village goals, policies, and strategic priorities.
Requirements
ESSENTIAL FUNCTIONS:
- Assist the Village Manager in overseeing and coordinating Village operations and departmental functions.
- Provide executive leadership and strategic oversight for assigned departments, programs, and initiatives.
- Coordinate cross-departmental projects and operational improvement efforts to enhance organizational effectiveness and service delivery.
- Assist in the development and implementation of Village-wide goals, objectives, strategic plans, policies, procedures, and operational priorities.
- Advise the Village Manager regarding organizational development, operational efficiencies, budgeting, staffing strategies, and administrative policies.
- Assist with labor relations, personnel matters, organizational development initiatives, and employee engagement strategies.
- Participate in the selection, training, coaching, and evaluation of staff and assist with employee relations matters as necessary.
- Evaluate organizational structures, workflows, and operational systems to improve efficiency and effectiveness.
- Coordinate strategic planning initiatives, departmental performance measures, and organizational improvement projects.
- Assist with preparation and administration of the Village budget and capital improvement planning processes.
- Represent the Village in meetings with government agencies, elected officials, community organizations, residents, consultants, and professional organizations.
- Assist with legislative initiatives, grant opportunities, intergovernmental partnerships, and regional collaborations.
- Monitor and evaluate changes in laws, regulations, and trends affecting municipal operations and recommend policy or procedural modifications.
- Provide administrative support and presentations to the Village Board, Boards and Commissions, and community groups as assigned.
- Coordinate special projects, organizational studies, operational assessments, and strategic initiatives as directed by the Village Manager.
- Serve as Acting Village Manager in the absence of the Village Manager as assigned.
- Serve as Deputy Clerk to assist with Clerk functions in lieu of the Village Clerk and other Deputy Clerks
QUALIFICATION REQUIREMENTS:
- Master’s degree in public administration or a closely related field.
- At least five (5) to seven (7) years of professional, responsible municipal administrative experience.
- Supervisory and management experience within a municipal organization.
- Assistant Village Manager’s experience or higher is preferred
- Experience coordinating operations across multiple departments preferred.
- Strong background in organizational leadership, operational improvement, and strategic planning preferred.
- Or an equivalent combination of education, training, and experience.
- Valid driver’s license

- Applicable federal, state, and local laws affecting municipal operations.

- Effective communication, presentation, and stakeholder engagement techniques.
- Ability to coordinate and manage complex organizational initiatives and projects.
- Ability to develop collaborative working relationships with elected officials, staff, residents, and community stakeholders.
- Strong analytical, organizational, and problem-solving skills.
- Ability to prepare clear and concise reports, presentations, and correspondence.
WORKING ENVIRONMENT:
Monday through Friday, 8:00 a.m. to 4:30 p.m., with evening meetings and additional hours as necessary to fulfill the responsibilities of the position.
Ability to perform job duties in an office environment, including using standard office equipment, sitting for extended periods, and communicating effectively in person, over the telephone, and electronically, as well as the ability to attend meetings and events throughout the community. Tasks may occasionally involve lifting or carrying items weighing up to 10 pounds, as well as reading printed materials and viewing digital screens.
SALARY/BENEFITS:
This is a full-time, exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life/AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. Actual starting salary is negotiable, and will be dependent upon qualifications, experience, and professional achievement. The current salary range for this position is $144,571 to $202,399 (Grade X). Anticipated starting salary is +/- $160,573.
