SUMMARY OF ASSIGNMENT
Under the direction of the Director of Financial Services, ensure the efficient and effective operation of the District’s accounting, treasury, purchasing, and financial reporting functions. This position leads day-to-day accounting, supports budget development and multi-year forecasting, oversees cash management and investment activities, ensures compliant procurement and public works processes, coordinates annual audits and state reporting, and serves as acting Director in their absence. This role directly supervises Accounting, Accounts Payable, and Purchasing Departments as well as other assigned financial staff, and builds strong, service-oriented partnerships with schools, programs, and central departments.
ESSENTIAL FUNCTIONS
- Safeguard the District’s overall financial integrity and internal control framework; maintain accurate general ledger, cash receipting, accounts payable/receivable, fixed asset, and grant accounting across all funds.
- Lead monthly and year-end closings; prepare/review journals and reconciliations; ensure timely, accurate OSPI reporting including F-196 annual financial statements and monthly budget status reports; support F-195 budget development and publication.
- Manage cash flow forecasting, banking relationships, and investment activities; coordinate reconciliations with the County Treasurer and ensure safeguarding of public funds.
- Coordinate and support external audits and examinations (State Auditor’s Office and federal as applicable); respond to requests; implement corrective actions and continuous improvements.
- Oversee district purchasing operations, competitive quotes/bids/RFPs, and contract awards in accordance with Washington bid law, Title 39 RCW public works requirements, and federal procurement standards when applicable.
- Develop, document, and maintain finance procedures and standardized work for accounting, treasury, purchasing, and financial reporting; deliver training and guidance to school and department staff.
- Support budget development, forecasting, and long-range financial planning; analyze enrollment, revenues/expenditures, and fund balance; prepare financial information for Council and the Board.
- Produce clear, audience-appropriate financial reports, dashboards, and presentations; explain variances and recommend corrective actions to ensure fiscal sustainability.
Provide oversight of payroll accounting interfaces, GL integration, and reconciliations; ensure accurate W-2/1099 reporting and retirement (PERS/SERS/TRS) transmittals in partnership with HR and Payroll. - Support and maintain the district ERP/financial systems; champion process improvements, reporting automation, and user training; ensure strong segregation of duties and audit trails.
- Supervise, train, and evaluate assigned staff; foster a collaborative, inclusive, and customer-service culture that supports schools and programs.
- Represent Financial Services on cross-functional teams and in community/Board settings; serve as acting Director in the Director’s absence.
- Perform other duties as assigned by the Director of Teaching and Learning and DoDEA grant program manager.

Requirements
Master’s degree in business administration, finance, or closely related field and two (2) years of progressively responsible experience in accounting, treasury or fiscal management, including supervisory experience. OR
Baccalaureate degree in business administration, finance or closely related field and four (4) years of progressively responsible experience in accounting, treasury or fiscal management, including two (2) years of supervisory experience, OR
Associate’s degree in accounting, business administration, finance or closely related field AND six (6) years of progressively responsible experience in accounting, treasury or fiscal management, including two (2) years of supervisory experience
Equivalent combinations of education, training, or experience will be reviewed for comparability.
