Job Title: Director, Finance and Administration

Reports to: Managing Director

Direct reports: Office Staff

Classification: Exempt

General Summary:

Reporting to the Managing Director, the Director, Finance and Administration manages day-to-day office operations and administration. Director, Finance and Administration is responsible for financial and administrative management of the organization including all financial and technology systems, overseeing budgeting, accounting, financial reporting, tax compliance, insurance, and audit functions. Director, Finance and Administration is responsible for development, implementation, and interpretation of administrative and accounting policies and procedures to ensure proper internal controls, accurate and timely financial recordkeeping and reporting, and best employment practices. Participates as a member of the executive leadership team, which includes Managing Director and Board representatives of Executive, Finance, and Personnel Committee, to formulate and implement policies and plans to meet the organization’s short- and long-term objectives.

Finance Essential Functions:

  • Prepares and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately and timely including balance sheet, profit and loss, budget to actual, cash flow, grant status reports, analysis of restricted and unrestricted funds, etc.
  • Leads annual budgeting and planning process, in conjunction with the Managing Director, and ensures completion of quarterly financial reconciliations, financial reporting, annual audit, and submission of all tax forms; administers and reviews all financial plans and budgets; monitors progress and changes; communicate the organization’s financial status to the Managing Director and the LFSC Board on a regular basis.
  • Manages organizational cash flow and forecasting.
  • Assists personnel Committee with the evaluation and selection of a deferred compensation plan for employees.
  • Assists in converting contracts management and financial management/ reporting system to new networked system; ensures that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
  • Consults with Managing Director to ensure that budget adjustments are made in accordance with program changes.
  • Updates all necessary business policies and accounting practices, consistent with generally accepted accounting principles, including development and implementation of an Accounting/Finance policy and procedure manual.
  • When requested, effectively communicates and presents the critical financial matters to the Board of Directors.
  • Oversees accounts payable and accounts receivable, including staff reimbursements, grants, contractors, and vendors.
  • Manages banking and vendor relations.
  • Ensures LFSC is in compliance with all federal, state, and local regulations and laws and with standard accounting principles, including those that apply to grant-making activities and non-profit institutions.
  • Ensures each vendor/contractor has submitted a W-9 form and is issued a Form 1099 as per IRS regulations.
  • Supports Managing Director with grants activity by:
  • Providing administrative support for grant applications and awards, including planning, contracting, accounting, financial reporting, meeting record retention requirements, and ensuring vendors have complied with any insurance requirements for each grant for LFSC
  • Identifying and developing strategies to optimize the grants administration process and fundraising
  • Ensuring timely processing of invoices, accounting, reporting, and other administrative functions to allow successful execution of grant process
  • Preparing cost allocation for each grant project and for financial reports to the LFSC Board on each project
  • Tracking of funds and expenses to ensure each grant is able to meet its goal and objective.
  • Providing detailed progress reports to the grantors/funders, as required, and to the Board of Directors with respect to each grant
  • Maintaining of files and other documents connected with each grant including Program Reports and spreadsheets
  • Maintains and updates necessary electronic registration required for grant applications for federal funds including DUNS and SAMS registration.
  • Interfaces with Grants Projects team members to ensure funding and staffing needs are met, that projects are on budget and meeting deadlines, and advises Managing Director of any variances or issues.

Administration Essential Functions:

  • Manages payroll, benefits administration, recruiting, onboarding, off-boarding, employee performance, exit interviews, and other Human Resources functions including hiring practices, employee review policies, professional development, and other Human Resources activities.
  • Performs day-to day supervision of office staff.
  • Oversees technology needs, including computer purchases, IT onboarding and exiting of staff, and troubleshooting technology, phone, and copier issues; oversees LFSC external IT management/consulting firm.
  • Prepares policies and procedures and trains staff in use of new forms, reports, procedures or equipment, according to organizational policy. Reviews forms and reports, conferring with Managing Director and users about purpose, format, and distribution, then identifying any issues and recommending improvements.
  • Develops and implements record management programs for filing, protection, and retrieval of records and assures compliance with program.
  • Maintains updated personnel and operations policies and procedures and ensures compliance.
  • Trains staff on any new personnel policies and procedures.
  • Prepares and conducts annual employee evaluations for direct reports. Reviews evaluations and advises Managing Director prior to evaluation being given to employees who are not direct reports.
  • In consultation with Managing Director and LFSC Personnel Committee, addresses any employee performance or disciplinary issues up to and including termination, consistent with LFSC policies and procedures.
  • Acts as organizational resource to employees, management, and the Board with regards to any employment matters including payroll, personnel issues, policies and procedures, and ensuring organization is compliant with all applicable State and Federal regulations, utilizing available Human Resources/Employment attorney expertise.
  • Analyzing and recommending modification to compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
  • Hiring- Assists Managing Director and LFSC Personnel Committee by:
  • Developing job postings and recruitment strategies for Board-approved positions.
  • Participating in interviews and performing reference and prior employment checks for each candidate.
  • Researching and recommending appropriate pay scale for new positions and reviewing existing positions.

Non-Essential Function(s):

  • In consultation with and approval of Managing Director and LFSC Personnel Committee, develops Essential Functions Job Descriptions for all new employee positions and review all existing positions to ensure productivity and work flow are maximized.
  • Represents organization at personnel-related hearings and investigations.

QUALIFICATIONS

Essential Requirements:

  • B.S. Degree Accounting or Finance required; Master’s preferred (MPA or MBA)
  • Advanced knowledge of financial and accounting theory
  • Five years of experience managing and supervising staff
  • Seven to ten years of work experience in Accounting or Finance
  • Five years of work experience with QuickBooks Pro or similar program
  • Extensive experience in grants/contract management, fund accounting, budgeting, cost allocation, GAAP.
  • Intermediate to Advanced skills in Microsoft Office including Outlook, Excel, Word, Access, PowerPoint, Adobe, and similar programs
  • Experience with computerized information systems and other software programs required

General:

Performs other duties as assigned

Grant writing and/or grant management experience

Human Resources/Personnel Management experience

Licenses/Certifications:

CPA preferred

Valid driver’s license

Job Type: Full-time

Pay: $100,000.00 - $130,000.00 per year, commensurate with education and experience
