Starting Pay: +/-$145,000-$155,000 Depending upon qualifications and experience
Range of the Position/ Grade: $131,970 - $173,024 | Grade 360
FLSA Status: Exempt - Full-time
Location: Onsite - Water Plant, 750 Dundee Rd., Northbrook, IL 60062
Schedule: Monday through Friday 7am to 3pm with ability to respond to emergency’s outside regular hours.

The Village of Northbrook’s Public Works Department is seeking a Water Production and Distribution Superintendent to lead and oversee these essential community services. The Village owns and operates its own raw water intake system, drawing from Lake Michigan, and treats the water at its treatment facility. This water is then delivered through more than 205 miles of distribution mains, serving approximately 12,500 properties and two wholesale customers.
The Village is looking for a proactive, forward-thinking, and dynamic leader to guide water production and distribution operations, ensuring reliability, regulatory compliance, and continuous improvement.
Regulatory Responsibilities
The Superintendent will play a key role in monitoring, interpreting, and responding to an evolving regulatory environment impacting water production and distribution. This individual will:
Track and evaluate regulatory changes and assess operational impacts
Recommend programmatic and process improvements to maintain compliance
Collaborate with administrative staff to develop budgets that reflect regulatory requirements
Prepare and submit required reports to agencies such as the EPA, IEPA, IDNR, and other governing bodies
Operational Responsibilities
This position works closely with the Water Distribution Supervisor, Water Plant Supervisors, to ensure efficient and effective operations. Key responsibilities include:
Planning, scheduling, and overseeing daily and long-term work activities
Developing, implementing, and tracking preventive maintenance programs
Managing and advancing capital improvement plans and projects
Coordinating staff and resources to meet operational goals
Supporting snow and ice control operations as needed
Administrative Responsibilities
The Superintendent is an integral member of the Public Works leadership team and contributes to the Department’s overall success by:
Preparing reports, memoranda, and operational documentation
Leading capital planning efforts and managing departmental budgets
Overseeing project execution and fiscal accountability
Administering employee discipline and participating in grievance procedures
Preparing bid specifications and managing procurement processes

Requirements
Must haves for the ideal candidate include:
License(s) and/or Certification(s)
Must have a Class C Water License Class A Water License Preferred. Ability to pass the written Class A Water License test within first 12 months of employment.
Valid Illinois Driver’s License
Education and Experience
Minimum High School Diploma
Bachelor’s in Civil Engineering, Construction, Chemistry, Business or Public Administration Preferred or equivalent combination of education and experience.
Minimum of five (5) to seven (7) years of water production or distribution experience.
Minimum of three (3) to five (5) years of supervisory experience.
Physical requirements
Ability to lift 75 pounds maximum (with assistance, either mechanical or team lift) with frequent lifting and/or carrying of objects weighing up to 40 pounds.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment and hand tools.
Hearing: Hear in the normal audio range with or without correction.
