Description
This role is responsible for appraising residential and personal property for taxation, ensuring accurate valuations, and maintaining compliance with state and local assessment laws. The position conducts field inspections, audits business financial records, verify exemptions, and provides guidance to taxpayers on assessment procedures. It also involves responding to valuation appeals, defending appraisal decisions, and maintaining detailed property records. Continuous professional development and staying current with appraisal standards and regulations are essential components of the role.
Requirements
Bachelor's degree in real estate, construction, business, or related field is required; supplemented by four (4) years of experience in property evaluation, appraisal, or assessment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must obtain Appraiser II certification within a year of hire. Must possess and maintain a valid Georgia driver's license.
Key Responsibilities
- Appraise residential and personal property to determine fair market value for tax purposes
- Conduct field inspections, measure structures, verify improvements, and assess construction quality
- Locate assets, gather valuation data, and apply appraisal methodologies
- Audit business financial records to verify accuracy of personal property tax filings
- Identify valuation errors, discrepancies, and noncompliance with reporting requirements
- Determine eligibility for exemptions (e.g., freeport, pollution control, intangibles)
- Advise taxpayers on proper filing procedures and assessment regulations
- Review sales data, ownership records, depreciation factors, and market trends
- Calculate appraised values and estimate tax amounts
- Maintain uniformity and equalization across comparable properties
- Enter appraisal and field data into computer systems and generate reports
- Respond to and defend valuation appeals before the Board of Equalization
- Maintain and update property records, databases, and appraisal files
- Stay current on laws, regulations, appraisal methods, and industry trends through ongoing training
