Amazon Fresh Grocery Fulfillment is seeking a talented Program Manager to help build best-in-class operational strategies and programs while cultivating strong relationships with global stakeholders.
What You'll Do
As a Program Manager on the Amazon Fresh Grocery Fulfillment team, you will own strategic, tactical, and cross-functional programs that drive customer-facing improvements and cost efficiencies across the business.
You will:
- Scope, develop, and manage end-to-end project plans and processes
- Coordinate and drive execution across multiple cross-functional teams
- Communicate program status, risks, and process/product changes to senior leadership
- Build and maintain deep partnerships with both domestic and international stakeholders
- Develop executive-level presentations and documentation to support strategic decision-making

This role requires close collaboration with teams across Tech, Operations, Analytics, Finance, Workforce Planning, Delivery, Engineering/Facilities, HR, and more. You will lead, influence, and support business-critical initiatives that shape the future of ultra-fast grocery fulfillment operations.
What You'll Bring
- Proven experience in program/project management or operations, with a strong track record of delivering results
- Strong analytical skills with the ability to translate data into actionable insights and strategic recommendations
- Deep understanding of fulfillment operations, including order fulfillment, inventory flows, warehouse capacity and labor management, quality, and long-term roadmap planning
- Excellent cross-team coordination, communication, and documentation skills
- Experience presenting to and influencing senior leadership audiences
- Bilingual proficiency in English (for global and overseas stakeholders) and Japanese (for Japan Operations and Business teams) - required
Location
This position is based in Tokyo, Japan, with work split between our Corporate Office (Meguro, Tokyo) and Amazon Fresh Grocery Fulfillment Centers (Kanagawa and Tokyo).
Key job responsibilities
- Design and optimize operations processes - Architect and model new operational processes that address evolving business needs, with quality, cost efficiency, and scalability as primary success metrics. Translate business requirements into actionable process frameworks that can be sustained and scaled across the fulfillment network.
-\tDrive data-informed global standards - Gather, analyze, and synthesize data across order fulfillment functions to establish and maintain global operational standards. Partner with cross-functional teams - including Tech, Analytics, and Operations - to ensure standards are grounded in performance data and aligned to business goals.
-\tBuild strategic partnerships across field and global teams - Cultivate strong relationships with operations field leaders to surface and prioritize improvement opportunities. Collaborate with EU, UK, and NA counterparts to lead benchmarking studies and drive standardization initiatives across markets.
-\tIdentify and resolve operational barriers - Proactively analyze operational challenges, diagnose root causes, and develop forward-looking solutions. Champion a culture of continuous improvement by translating findings into scalable process changes and preventive measures.
-\tLead complex, cross-functional project execution - Plan, organize, and drive execution of high-complexity projects spanning multiple organizations and stakeholder groups. Manage project timelines, dependencies, and risks to enable successful launches of new programs, processes, and capabilities.
-\tInnovate for customer experience and cost efficiency - Identify and implement innovations that enhance the customer experience while systematically removing cost from the fulfillment network. Balance short-term operational needs with long-term strategic improvements.
-\tDevelop and evolve performance metrics - Design new metrics and enhance existing measurement frameworks to reflect the future state of the business. Ensure metrics are actionable, aligned to business priorities, and accessible to stakeholders at all levels.
A day in the life
As an Program Manager on the Amazon Fresh Grocery Fulfillment team, you own a portfolio of programs that directly shape how the GF organization operates and grows. Your days span both the warehouse floor and the corporate office - engaging with JP operations and business teams on local execution while managing key stakeholder relationships across the UK, EU, and North America. You move fluidly between front-line problem-solving and leadership updates, communicating in both English and Japanese to bridge global strategy with local delivery.
Your work centers on three core challenges: scaling new fulfillment processes without sacrificing quality, reducing cost while protecting the customer promise, and ensuring that innovations developed in Japan inform - and are informed by - global counterparts. The teams you partner with span Operations, Tech, Finance, Workforce Planning, Delivery, Engineering, and HR, and your ability to align these groups and drive results through ambiguity is what defines success in this role.
About the team
The Grocery Fulfillment (GF) team, part of Amazon Grocery Logistics (AGL) Japan, is responsible for in-warehouse operations supporting Amazon Fresh - Japan's ultra-fast scheduled grocery delivery service that has been serving customers in the Kanto region (Tokyo, Kanagawa, Chiba, and Saitama prefectures) since 2017. As of 2025, JP GF sits directly within the International (CEU/UK+JP) AGL Operations pillar, working in close alignment with global counterparts to raise the bar on grocery fulfillment.
The team is organized across two functional sub-pillars:
- Under-the-Roof (UTR) Operations - Driving day-to-day in-warehouse execution with a focus on efficiency, quality, and safety
- Program Management - Leading continuous improvement across operations processes, quality standards, labor planning, and Tech enhancements

BASIC QUALIFICATIONS
- 3+ years of project/program management experience
- 3+ years of working cross functionally with tech and non-tech teams experience
- 3+ years of defining and implementing process improvement initiatives using data and metrics experience
- Experience defining program requirements and using data and metrics to drive improvements
- Speak, write, and read English in business level
- Speak, write, and read Japanese in business level
- Experience with Excel (Pivot Tables, VLookUps) at an advanced level
PREFERRED QUALIFICATIONS
- 3+ years of driving end to end delivery, and communicating results to senior leadership experience
- 3+ years of driving process improvements experience
- Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
- Experience in project management including resource planning, managing schedules, reporting project status and prioritizing tasks
