PROJECT DETAILS
North Forge is inviting experienced Human Resources professionals and firms to submit proposals to provide fractional, embedded HR leadership services. This engagement is intended to bring dedicated HR expertise into the organization to strengthen people practices, support leadership, and enhance overall team effectiveness.
PROJECT GOALS AND OBJECTIVES
North Forge is seeking to engage a seasoned HR professional who can provide both strategic guidance and hands-on execution across all aspects of the employee lifecycle.
Key objectives include:
Strengthening internal HR structure and consistency
Enhancing team effectiveness and employee experience
Implementing clear performance management frameworks
Ensuring compliance with employment legislation and HR best practices
Providing ongoing HR leadership and advisory support
SCOPE OF SERVICES AND DELIVERABLES
The selected consultant will function as an embedded HR leader, working closely with leadership and team members.
Scope of Services:
Conduct an initial assessment of current HR practices, team dynamics, and organizational needs
Meet with team members to understand strengths, gaps, and opportunities
Design and implement performance management frameworks, including:
Performance Improvement Plans (PIPs)
Growth and development plans
Lead and/or support full-cycle recruitment processes
Provide expert guidance on employee relations, conflict resolution, and workplace matters
Conduct neutral, third-party exit interviews and provide insights
Review and enhance HR policies and practices as required
Ensure compliance with applicable Manitoba employment legislation
Provide ongoing coaching and support to leadership
Deliverables:
HR assessment and recommendations report
6–12 month HR roadmap
Implementation of key HR frameworks and tools
Ongoing advisory support and updates to leadership
ENGAGEMENT MODEL
North Forge anticipates a fractional but embedded engagement model. This role requires regular in-person presence in Winnipeg, including on-site meetings with leadership and team members.
The successful consultant will:
Build strong, trust-based relationships across the organization
Engage directly with team members through in-person interactions
Participate in key meetings and coaching sessions
Provide both scheduled and responsive HR support
While some flexibility for virtual work is acceptable, this role is not intended to be fully remote.

DESIRED SKILLS AND EXPERIENCE
The ideal candidate will be a seasoned HR professional with demonstrated leadership experience.
Required Qualifications:
Recognized HR designation (e.g., CPHR or equivalent)
10+ years of progressive HR experience, including leadership-level responsibility
Experience in a fractional, consulting, or embedded HR role
Strong knowledge of Manitoba employment legislation
Demonstrated Expertise In:
Organizational development and team effectiveness
Performance management systems and coaching
Employee relations and workplace investigations
Recruitment and talent strategy
Additional Strengths:
Strong judgment and discretion
Confidence advising leadership
Practical, solutions-oriented approach
Strong interpersonal and relationship-building skills
Knowledge of Clifton Strengths is considered an asset. Experience working with non-profits, startups, or scaling organizations is considered an asset.
LOCATION REQUIREMENTS
Must be based in or able to regularly travel to Winnipeg, Manitoba. Travel costs will not be covered.
Ability to be on-site on a consistent basis is required
Proposals that are fully remote in nature will not be considered.
