- Fiscal Systems Analyst
Description
The job of fiscal systems analyst is done for the purpose of serving as a technical resource to contracting districts, assisting in coordinating fiscal data processing, responding to district inquiries related to the processing of fiscal information, audit, and compliance, and developing and providing on-site training.
This position may be eligible for remote work/telecommuting. Individual must reside within the NEWISC service area.
The salary is dependent on experience and qualifications.
Requirements
Functions:
- Assist individual school districts in utilization of the data processing system (e.g. payroll preparation, accounts payable, personnel reporting, financial reporting, budget preparation, etc.) for the purpose of ensuring timely and accurate payments of employees and vendors and submitting required state and federal reports on time and correctly.
- Assist school district personnel in a variety of accounting matters for the purpose of providing information on state reporting applications and regulations.
- Maintain a variety of confidential fiscal information, files, and records for the purpose of providing an up-to-date reference and audit trail for compliance.
- Research discrepancies of financial information and/or documentation for the purpose of ensuring accuracy and adherence to procedures for processing data.
- Respond to calls (e.g. software troubleshooting, internet application, telephone support, etc.) for the purpose of evaluating the situation and taking appropriate action to support the participating school district.
- Inform school district personnel regarding a variety of procedures and program requirements for the purpose of providing necessary information for making decisions, taking appropriate action, and complying with established fiscal guidelines.
- Prepare documentation (e.g. training materials, state reporting applications, memos, etc.) for the purpose of providing written support and conveying information.
- Present workshops and training to individual or small groups for the purpose of training them in the utilization of the data processing system.
- Performs related duties as assigned. Related duties may not specifically be listed but are within the general occupational series and responsibility level typically associated with the employee's classification of work.
Skills, Knowledge, and Abilities:
SKILLS are required to perform multiple, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include:
- applying pertinent codes, policies, regulations, and laws,
- operating standard office equipment including utilizing pertinent software applications,
- planning and managing projects,
- preparing and maintaining accurate records, and
- training and communicating with clients.
KNOWLEDGE is required to perform advanced mathematical functions, read technical information, compose a variety of documents, facilitate group discussions, and solve practical problems. Specific knowledge required to satisfactorily perform the functions of the job includes:
- accounting/bookkeeping principles,
- concepts of database structure,
- knowledge of or ability to learn Department of Retirement Systems regulations,
- knowledge of or ability to learn state and federal mandates,
- payroll processes, and
- GASB, GAAP, OCBOA, and financial statements.
ABILITY is required to schedule activities, meetings, and events, gather, collate, and classify data, and use basic, job-related equipment. Flexibility is required to independently work with others in a variety of circumstances and analyze data utilizing defined but different processes. Ability is also required to work with a significant diversity of individuals and groups, work with data of varied types and purposes, and utilize job-related equipment. In working with others, problem solving is required to identify issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines. Specific abilities required to satisfactorily perform the functions of the job include:
- being attentive to detail,
- meeting deadlines and schedules,
- working under time constraints,
- communicating with diverse groups,
- multitasking,
- working as part of a team,
- must have ability to travel overnight and/or weekends to meetings or school districts, and
- having regular and reliable attendance.
General Requirements:
Responsibility
Responsibilities include: working under limited supervision following standardized practices and methods, directing other persons within a small work unit, and monitoring budget expenditures. Using resources for other departments is often required to perform the job's functions. There is some opportunity to impact the organization's services.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.
Experience
Job related experience within specialized field is preferred.
Education
Bachelor's degree in accounting or related area preferred.
Certificates & Licenses
Valid driver's license, required auto insurance, and reliable personal transportation.
Travel
The individual will be required to travel as it is an essential function of the job. Overnight stays may be required.
