Description
The Town of Blowing Rock, NC, a picturesque resort and tourism community nestled in the High Country of Western North Carolina along the Blue Ridge Parkway, is seeking an insightful and experienced Finance Officer. Blowing Rock has a year-round population of approximately 1,397 residents, which expands to over 8,000 seasonal residents and visitors, making it a vibrant and dynamic community. An employee in this class plans and directs the disbursement and accounting of revenues and expenditures for the Town. Work involves supervision of accounting, utility billing and collections, customer services, purchasing, and investments. In addition, the employee participates with the Town Manager in budget development and serves as a part of the senior management team participating in researching effectiveness of Town services and developing recommendations for new or revised programs. The employee attends meetings of the Town Board to present requested financial reports and information and update members on budget status and advises the Town Manager and Council on financial issues. The employee must exercise considerable independent judgment and initiative in planning and directing the fiscal control system. Work is performed in accordance with established municipal finance procedures, local ordinances and North Carolina General Statutes governing the responsibilities of local government financial operations. Work is performed under the general supervision of the Town Manager and is evaluated through conferences, reports, and by an independent audit of financial records.

Requirements
- Bachelor’s degree in accounting or business administration; required.
- Completion of advanced courses in financial management; required.
- Considerable experience in public finance administration or accounting including supervisory experience, or an equivalent combination of education and experience; preferred.
